Nope, haven't verified you can't transfer a .org if it is on hold cause it's already expired.

Actually, it appears that an expired .org domain at OpenSRS now sets only the "CLIENT-HOLD" state, which stops it from resolving but should not prevent a transfer, as far as I know. Maybe I'm wrong about that.
Have you verified that, in fact, you can't transfer an expired .org name? If so, I guess OpenSRS support can provide a better answer of why that is happening...
