That does seem to be what it suggests. There needs to be a sentence that begins with "This message is being sent to you because..." (preferably followed later on by "and not because...") Something like "This message is sent to you in order to verify the accuracy of your domain's WHOIS data. It does not mean that your information has been found to be innacurate. Please check the information below to ensure that it is correct."
