The policy is sufficiently defined that violations are going to be few and far between unless someone is wilfully violating the policy. It won't take that many $1500 administrative bills before the behaviour will be permanently corrected.
I understand - does tucows pay the fee initially or the domain owner who has the problem?
Without re-reading the policy, I can't remember if the registrar is required to pay or prevented from paying or if the policy is silent...
If the policy is silent, then Tucows specific policy is certainly TBD... --
