messages change for these cases? Otherwise customer thinks they need
do nothing...

Nothing new here. This has been in place for well over a year.
Certain
registrars with "interesting" transfer....tactics. Receive special
treatment
(scrutiny). In these cases, the registrant needs to explicitly
acknowledge
the transfer request that is sent.
