Isn't that only true for glue records that are absolutely required to resolve themselves, though? I remember there was a great flushing of inappropriate glue records a while back. In this case those records are not needed, as there are no self-references (neither directly nor iteratively).
In the case of .org they appear to be including the glue even when not required.
