May I suggest that the first screen for the installer is simply a language selector (such as the pidgin installer, and many others) so that the installer itself runs in the user's language
The installer itself should be as small as possible (it makes no sense that 27 dictionaries and 56 language packs are included in the smallest installer for Windows, the multi) and the user can select from the list which language modules to add (such as Abiword does) and download them during install.
