Just in case you missed this on another thread. Mageia (a fork of
Mandriva) went through this process and used the following webpages as
reference as well. Note that some of the information on these pages may
be slightly out of date.

After leaving Mandriva, the Mageia project built their own forums in EN
using phpBB[1] and I believe they are also pointing to other established
community driven language group forums. LibreOffice and Mageia have very
many similarities as far as issues with community interaction and
community building.
