Because 40 years ago there were maybe 50,000 nodes on ARPANET. The public network wasn't so public and wasn't full of script kiddies and APTs and just generally hostile everything. Computer viruses were mostly harmless pranks and "spam email" was a term that had not yet been coined. Everything since is built on that very open infrastructure.
