Just see it. In my browser window at screen resolution 1280x900, the
page initially don't have any scrollbar. When I put my mouse above the
link, the tip make the scrollbar appear, then slide the link below y
cursor. The tip appear but immediately disappear. When it disappear, the
link back to it's position, below cursor, make the tip appear again. It
will cause blinking, thus the tip will hard to see, cause it disappear
fast. When the window had a scrollbars initially, like when I open my
browser with height less than 700 px, this don't happen.
