I found it on kde.bugs.org after about half an hour, but it's not
really what I thought it was.  It's a report, not a patch.  The
reported level is ~30 interupts per second.  The most specific action
identified is to stop the Analyser running when amarok is minimised -
which wouldn't reduce wakeups any further if you've already disabled
the Analyser, though it's certainly a good idea.  Other points are
mentioned which might be helpful leads, but they're not so specific.
