For eth0 (an r8169), it reports more than 5000 pkts/s, but according to ifconfig the interface transmits and receives about 20...30. In fact, the reported value seems to correspond to the number of bytes received on the interface. These values come from a 64-bit binary, so it's not a conversion issue between kernel and userland.
