The install program is only really used by legacy Makefiles. It's a sysv holdover.
It would seem the logical thing to do would be to create a program called bsdinstall which I thing has already been done before. Getting auto tools to detect that is another matter. Eliminating the sysv install is probably a good idea - or at least making it optional. Is lump it with the sysv pkgadd stuff.
