The install program is only really used by legacy Makefiles.  It's a sysv 
holdover. 

It would seem the logical thing to do would be to create a program called 
bsdinstall which I thing has already been done before. Getting auto tools to 
detect that is another matter. 

Eliminating the sysv install is probably a good idea - or at least making it 
optional. Is lump it with the sysv pkgadd stuff.  Useful if you need strict 
compatibility with legacy Solaris but for pretty much everyone else you are 
better off without it. :-)
