Memory pressure is definitely required -- but note that if you have a bunch
of "free" memory that is in fact ARC, you will hit memory pressure when
your resident set is nowhere near the size of physical memory. (We saw
this when we had big KVM provisions land on machines that had their memory
tied up in ARC.)
