Whatever.
The requirement isn't the problem.
That the resulting error messages are obscure and the man page is obtuse is.

e.g. pkgfmt(1):
     -c   Check if the manifest is formatted in the pkgfmt style.

Pulling in 17815 might be of benefit here:

But that's not really complete.

What "pkgfmt style" is should be documented because it is not the
same as a text file that simply has contents that agree with pkg(5).
