I am not sure on how (or for what reason) this was implemented originally.

I see a AT&T Copyright in libast for 1988
I see fts in BSD-4.4 (added 1990) claiming this interface was first introduced 
by BSD-4.4.

On the other side, nftw() was written by David Korn for SVr4 in 1989 and added 
to POSIX. So it may be that 1998 in fts from libast may be a mistake.

There has been a POSIX discussion on whether we should include fts, but it was 
rejected. I am sorry, but I no longer remember why we did vote against it.
