You are correct. But in addition to this rule, I am listed in all POSIX standard revisions since 2001 as a contributor and I am a member of the core list. So I am voting on a regular base together with the other people from the core team and I am making proposals. O_DIRECTORY was e.g. one of my proposals that are not based on existing practice.
