Anywhere but IT, I'd say. Depends on the particulars of what they're
doing.

If you want the group to just test and report,  it doesn't matter
where they go. Getting alongside Market Research's budget can be
helpful, though.

If the group is designing creatively and shaping the entire
user/customer experience, then put them with (or in) the group with
the most control over the product/service.

There is no academically correct answer, IMHO.
