I have personal experience of this which may help. This database (personal address file) is not complete, my flat was not included for 2 years (I moved). Newbuild houses especially are not added that quickly. So this would make for a very poor experience. Especially if as I encountered a few times, this was the only way to enter the information. I could not order the goods.
