You could try getting in touch with the Smart Grid City program and
asking them if they can put you in contact with members of the pilot
program.
You could also try using a market research recruiter located in the
area. I haven't used these guys, but they seem like they could work: http://www.boulderfocuscenter.com/
. You'd just want to include a question in your screener about being a
part of the Smart Grid City energy program.
Or, maybe get physical? Put flyers in Boulder grocery stores? Set up a
booth on Pearl street mall?
