I've used Balsamiq for low-fidelity storyboards/prototypes. Like most prototyping tools, you can easily link screens together in a workflow or simulate buttons, links, etc., by making almost any element a link to another page.
One thing I don't like about Balsamiq is the inability to do global changes. For example, if I want to change the label on a button, I have to open each screen/page with that button and manually edit or copy/paste the new button label. Otherwise, it is a pretty good prototyping tool.
