At CasITConf LOPSA membership is a freebie. Since the conference is, effectively, a subsidiary of LOPSA and the local chapter all the funding for and proceeds from the conference come from and go to LOPSA. Declining a membership wouldn't change the registration fee because it doesn't change the conference budget. IIR we do earmark a portion of the proceeds toward membership dues but, in my eyes, it is more of an accounting trick than a real payment for services.
