It's DEPARTMENT specific where I work. Our dept is short of funds. This was an expense they have usually covered, but was an easy budget cut this year (and probably forever).
Many of our dept people are doctors. This was a significant overall savings decision... (similarly, now you know also why you haven't seen me at a LISA in 3 years.....)
