Though if you’re going to use it for tethering you’re going to want to get a newer iPhone than a 4s, as the 4s isn’t capable of the significantly higher speed LTE data networking.
Then again, if you were going to move to T-Mobile (or any provider other than ATT) you’ll need to get a new phone anyway. I believe T-Mobile uses a different set of frequencies than ATT (or do I have that wrong?). Verizon and Sprint require a CDMA phone (though in the case of iPhones they’re also GSM equipped, though only initially GSM useable outside of the US).
