I believe it was due to promises made in the spectrum auction.  It has to do w/ 
the LTE spectrum that they purchased, IIRC, the D space.

And iPhones from verizon have tethering built in.  It just works, since I’ve 
got one right here.  It worked on 5,5S & 6, for sure.
