I used to work for an ISP/MSP that did only schools and libraries. I
believe Youtube has a 'Youtube for schools'.  Try the following link, you
may have to go the Apps for Education route...

blocking/unblocking youtube sites on a video per video sucks... I did it
with N2H2, Bluecoat, and another content filter and there is no easy way to
do it.
