Wait, we need MORE than 16x15 amp circuits on a SUB panel?

My intention with this panel was to have a 100 or 200 amp line come out of
the main panel (we already have) and daisy-chain to this panel, giving an
alternate location for circuits to route to...

do we need more than 16 circuits on a sub panel? are there that many
circuits in an area away from the main breaker box that a 16 circuit sub
panel would not be useful?

(its entirely possible, i'm just surprised).
