At one extreme interpretation, no prior programming means bootstraping
your own operating system and compilers.
(but we'll assume you can use an existing computer system to do so -- I'm going to say having to program a flash memory ROM using I2C by hand
at a machine code level is taking this to way too far... beep, beep,
BOP, beep, BOP....)

At another extreme, no prior programming means you can build on top of
operating systems, programming languages, core libraries shipped with
programming languages, *AND* third party libraries -- really, build on
top of anything that isn't a high level application already doing the
thing being asked for.

There's a strange middle road in between -- but I say, better to channel
the hacker spirit by building on as much past as possible, make
something cool, and be disqualified then to waste time mucking
re-inventing wheels that aren't too specific to the problem.

All this being said, I finally went and read the web page:
