This is normal -- the vast majority of music is skewed too loud and RG and other related normalization tools like mp3gain will tend to make processed music considerably quieter. Typically, this is annoying only if you haven't normalized all of your music or if your amplification system is weak enough that you cannot get your music loud enough. I've had this happen with low-powered speakers.
