sorry I missed your question.

SqueezePad does not prevent playback over 3G. 
To get it running is a bit more complicated though.

When you are connected via WLAN you have a direct connection to your
SB-Server.
When you are connected via 3G your iPad is directly connected to the
internet. And no computer from the internet (i.e. your iPad when
connected via 3G) can access your SB-Server through your router
(without you preparing your router for this).

Most routers have an option to forward outside traffic on a specific
port (9000 and 3483 in the case of Squeezeboxes) to some internal
server.
You then need to configure in your external router-IP in SqueezePad so
that it talks to your router (which then forwards to the SB-server). 

It can be done - but it's not easy without some deeper networking
knowlegde
