Many WiFi picture frames state they are web enabled but it most cases it
means they can access sources such as Flicker, Facebook and others. They
can’t really just show a web page like a web browser does. There is
maybe one who could do it: Samsung SPF-85V. According to the specs it
has a “mini webpage” viewer for easy Internet access.

There is maybe another possible candidate: the iGala
http://www.igala.com/ 
I don’t think the iGala supports Internet browsing yet but these people
seem to be very open to suggestions. There have been other people asking
for it. And they also have released an SDK so maybe some developers
could even created a custom application on the iGala.
