It's not only the capacitor that was serviced, that row of solder points
below it look like they were hit with a soldering iron too.  That
whitish residue could be from a spray used to clean residual flux from
the circuit board after soldering.  I wonder if there was an engineering
change that changed that cap and they went back into some inventory and
made the change?  ...something like that probably would have made it
into the forums though...

Do you have any experience using a soldering iron on a circuit board? 
If so, it would be worth hitting the solder joints on the capacitor with
a soldering iron to freshen up the solder joint.  If that doesn't help,
it would be worth hitting the row of solder joints below the cap.
