Do you have any other computers, tablets or phones on the same network? If yes ... try running a web browser on one of them and access your LMS ... something like http://192.168.1.65:9000 where the 192.... is the current IP address of your LMS PC.
If that does not work then (assuming no typing mistakes) it implies that your PC is blocking access from other devices. Which would then imply firewall/AV etc is causing problem.
