I've seen similar problems with ogg files. As it turned out, for me,
it was a files ripped and encoded with an old version of the ogg
encoder. Reripping them (or as quick-fix to just re-encode the files)
fixed the problem for me.
If this turns out to be the problem, the OP could also disable the native OGG handling and revert back to the transcoding technique used in pre-6.5. Server Settings->File Types.
