You only need it if you transcode to mp3. This is useful for things like listening to music at work (which will take other setup as well and may or may not be doable depending on firewalls at work...) where you really don't want to be streaming 800kbps FLACs and using a lot of bandwidth for radio-type listening.
If you are just listening to music at home, you don't need it, nor do you want to limit bandwidth.
