I think I would take a good look at pgina anyway. If the current version
can do what you need, it is stable, and (as far as I know) used in many
places.
It may not be a great long-term solution, but it may be a reasonable
interim solution until either another project lead vollunteers, or
something else comes along.
I think what Doug has been suggesting is to use samba on *ix configured
to do radius authentication as the back-end (via pam?) and use the
native windows tools/gina for prompting the user. I have not looked
into that at all.
