I had never heard of this concept. I just quickly googled, it seems that Friedman was against government licensing, but for independent body licensing. This model seems to work for accountants, in Canada there are three different associations certifying them. I do believe there has to be a form of licensing that should be able to increase, guarantee a minimum quality of work. Would you advocate not to license airline pilots ? My current contract is ending soon (hint, hint, anybody needs a sysadmin around Calgary (or for remote work) ?), so I will have some time on my hands and will get the book from the library.
