Let me add to that.
In a few other conversations I had with Apple's Accessibility group through Email, I learned something else. The PDF file has been tagged so that windows users will be able to navigate and read the manual. This is something we can use to let those who are thinking of switching to Mac, read and learn some before getting started. This file taging only applies to windows users and not Mac users, because we don't need it.
