No, you misunderstood. The original poster of this question had everything right to select multiple files, except that you need VO- Command-Space to select them. The process is as follows:

Turn on Cursor tracking.

Navigate to each item you want to select.

Press VO-Command-Space on each item you want to select.

That's how it works. Control and the arrow keys control Spaces in Leopard, and have never worked for multiple selections in Mac anyway.
