If you use the built in fax capability of the Mac, it needs a dialtone.  Fax 
is an old format.  I don't know about the services but I suspect that they 
do the same thing but it's transparent to the sender.  Try receiving a fax 
without a modem and the best you will get is email.

What do you mean by "you have to have a modem"? If you are connected
to the internet via your broadband connection, do you still need modem
to send a fax or something? Feel free to laugh at my ignorance and
