You probably have an image that has to be scanned through an OCR program . I saw that someone recommended a site where there were scanned manuals to download. If your manual isn't on that site then what you can do is save a copy of what you are looking at and run it through a program like Readiris or K1000 or Vuescan or something.

I finally found a PDF copy of my Amateur Radio Transceiver's Instruction Manual.
However, when I open it in Preview, all VO announces are blank pages.
I do have enough vision to see that there is text and diagrams presented on the screen. Could it be that OCR wasn't used to initially scan the document? Other Manufacturers Manuals present no problem what so ever.
