Here's another thought, if your'e deleting something associated with an application which you'd uninstalled, that particular app, whatever it was, may have put in something as a log in item , so I would go into accounts in system preferences, to check and see if there are any log in items in that list to to do with the particular file which the system says is in use. This dialogue can come up for a number of reasons, and restarting finder nor letting it sit there will not have an effect, as trash simply will either not know what you want it to do with the file in question, or it will be asking you to confirm as the file may either be locked, or in some way have it's permissions set so that you may not have immediate permission to delete it.

If you only have a few files in the folder you can press the continue button by only using the space bar on it, and not using VO space. Tab to the button and just press space to activate it. One thing you can try, if you haven't already, is to select the trash icon in the dock, and use your down arrows to select the 'empty trash' option. Once you do, hold down your option key and press enter. This will force a delete without confirmations in most cases.

If this still doesn't work, write back and we'll go from there…

If you are getting such a situation, the computer believes that one of the programs you are attempting to toss out in the trash is being used by some other program. if it thinks that some program is using a file in the trash it will not toss it out and will attempt to ask you what
you want to do with the empty trash function ... aka ... stop or
continue.

Restarting your computer will probably work because the file will be
released from the program it is supposedly using.
