Prolly because they thought that a major release should be, well, a major improvement. Templates from MSO 97 and MSO Xp are not the same. They improved. They gave more. Same with Xp to 2003. For example, some people complain because Windows XP has many of the same problems as Windows ME. Well, if it worked in ME, why change it? Because you expect things to get better.
