There already is. Writer is not just a word processor, but also a
reasonably good desktop publishing program.

As you (Mark) are not subscribed to this mailing list, you may not have
seen additional replies from other users suggesting the use of OOo
(OpenOffice.org) Draw for DTP.

Many users also recommend the free open source program Scribus
http://www.scribus.net as a superior Publisher alternative.

You should be aware that only Microsoft programs can open files saved in
closed, propriety Publisher format.
