Not necessarily, but the ownership of this specification is Microsoft's and they have "previous form" (as we say in the UK)... This spec will almost certainly be patent encumbered, and, as they have done frequently in the past, will alter their shipped products features away from the public specification so that document owners' become locked-in to Microsoft's own software for continued access. And consequently they no-longer really "own" their data, MS do.
