Becasue for many of these people, MS Office is free. Maybe free isn't
the right word; more like the cost is hidden when they get a copy of MS
Word on their computer. Another factor could be that they know somebody
who knows somebody who could get them a copy of MS Office.
I think he meant this in a diferent page.
