I think I will tend to tweak whats built already more than build from scratch.

Ajas had great stuff about SVN and seems that Eclipse with TortoiseSVN would be great. It is also eluded to that Eclipse is not HTML, CSS, JS friendly. Pros, Cons, and workarounds please.......
