Just as a follow up, I found the fix. Since this is a Multi-Homed IIS server and the sites were set up after the installation of CFMX, I needed to manually add virtual directory mappings in IIS to the CFIDE and JRunScripts folders. They need to be set to "Execute and run scripts" but turn off Read and Write for obvious security measures.
