Perfectly legal (and why shouldn't it be?).  Foreign companies pay US
workers for US jobs everyday.  Look at Toyota, Honda, etc. building cars
here.   This is already a global economy and becoming more so every day.

lol, Isn't it funny that foreign companies are recruiting US
workers/consultants for US jobs. One way or another they will find a way to
take advantage of "outsourcing". They would probably tell the US companies
that their workers are local to India or whatever to maintain that appeal.
So a US company would pay a foreign company to pay a US worker for a US job.
Is that legal?

Wow, this is the same email I have been getting too.  She called me with a
phone number starting with a 0 too.  I talked with her, but told her I was
not interested, but....the job she is referring to is with AT & T because I
got this posting from 3 or 4 other recruiters here in atlanta.  She sent me
a more complete job description from the email she already had for me, which
was from Dice. 
  
I am always apprehensive when I get foreign calls too.
