I'm trying to come from 2 places:
The reason a lot of people I asked didn't want to run to the vaad was because of lack of time. My assumption is that
more vaad members would let the work be split between less people and therefore reducing the amount of work each of them need to do.
Beside that I also think, according to what I see from other organization, that usually the board members are the one pushing forward initiatives.
and I think 3 people is too little for handling both that and bureaucracy and still having a life.
The reason I want some semi formal job to be giving to people is to prevent the fact that each person is waiting for the others by giving
clear lines what each person should handle. I think the project managers should have the official power to act on hamakor's name without needing
the approval of the vaad on every step of the way. This way they would know the responsibility is their. As for the committees while one leader is a great thing it doesn't have the creativity that comes with group work and brain storming. Call it as you wish what I see as best way is one person leading forward on a projects while 2-3 others make side kicks and brain stormers.
I think the lack of man power doesn't come from lack of people but it comes from the lack of spirit. I think that building that community spirit and getting people enthusiastic about things is where true leadership reveal itself and should be high on the vaad's priority list.
After all if we can't make people which already believe in open source enthusiastic about it how can we expect to get others to join in?
For example I would have been really happy to see something like spreadfirefox webpage dedicated to the promotion of opensource and openstandards
now it's election time why not put some nice adds about how opensource and openstandards can help Israel?encourage work?and since it seems to be the hot topic in this election how opensource can help shichvut metzuka.

מאחר שמנהלי הפרוייקטים אינם בהכרח חברי ועד מה שאתה בעצם מציע זה להחליף
את מנהלי הפרוייקטים בועדות. אני שוב תוהה מה המטרה - ועדות אינן נחשבות
בדרך כלל כדרך יעילה ומהירה לנהל דברים יותר מאיש אחראי יחיד.
אני אפילו לא נכנס לנושא שהבעיה העיקרית שלנו היא מחסור בכח אדם מתנדב למלא
תפקיד של ראשי פרוייקטים כך שדרישות כח האדם הנוספות של ועדה לעומת מנהל
פרוייקט בעיתיות מבחינה מעשית.

אני חושב שאם ננהל שיחה על העניין בפורום קצת יותר נוח תגלה שההבדל בדעות
ביננו בעניין זה איננו נוגע לעניינים של עקרון ותפיסת עולם אלא יותר להבנה
שלי למוגבלות של היכולות של אדם עסוק שמנדב את זמנו לכהן בתפקיד הזה.
אני וחברי הועד האחרים היו שמחים למלא את התפקיד האקטיבי שאתה שואף אליו,
אבל הדרישות של ניהול ענייני העמותה במסגרת המגבלות של מתנדב ללא שכר
הופכות את הרצון לאוטופי משהו.
