Could you elaborate on why you don't consider SD to be a 'real' DBTS?

Is it due to lack of features, maturity, or something deeper such as
the design?  I believe there is a standalone single-user web interface.
It has obviously has a long way to go in terms of documentation and
usability, but I feel it currently comes the closest to offering a
truly distributed bug database.

I presume you have also taken a look at Fossil? [http://fossil-scm.org]
The built in issue tracker is quite distributed but unfortunately (or
fortunately depending on what you want) comes with integrated in source
control and a wiki with the issue database.
